As of the censusGR2 of 2000, there were 28,456 people, 11,239 households, and 7,530 families residing in the city. The population density was 383.9/km (994.4/mi). There were 11,897 housing units at an average density of 160.5/km (415.7/mi). The ethnic makeup of the city is 91.96% White, 1.82% African American, 0.59% Native American, 2.39% Asian, 1.70% from other ethnic groups, and 1.53% from two or more ethnic groups. Hispanic or Latino of any race were 4.45% of the population.

There were 11,239 households out of which 33.3% had children under the age of 18 living with them, 56.4% were married couples living together, 7.1% had a female householder with no husband present, and 33.0% were non-families. 25.3% of all households were made up of individuals and 7.0% had someone living alone who was 65 years of age or older. The average household size was 2.52 and the average family size was 3.10.
